Both were published on 21 September 2026, are based in MoHFW, New Delhi, and show 13 October 2026 as the last date on the live NHSRC recruitment listing. The Terms of Reference describe contractual consultant roles, not permanent civil-service appointments.\n\nThe two roles are related but they are not interchangeable. The Finance Analyst notice asks for an MBA in Finance or a finance-specialised PGDBM/PGDBA plus at least five years of finance and accounts experience. Finance Data Analyst: duties and experience signals

The Finance Data Analyst TOR is centred on building, checking and interpreting NHM finance data. It describes consolidation of information received from States and Union Territories, compilation of funds released and utilised, custody and reporting of Financial Management Reports (FMRs) and Statements of Funds Position (SFPs), and creation of a sound technical database after verification and freezing of data. The role also involves financial MIS by budget head, activity, division, State, quarter and year, plus comparative statements on allocation, release and expenditure.\n\nThe notice also mentions support for Parliament questions and committees, RTI, public grievances, VIP references, budget matters and CAG audits. It names PFMS experience, data-analysis or accounting tools and strong MS Office skills as desirable signals, not as replacements for the essential qualification and experience. Candidates should be ready for review visits, training and capacity-building work across NHM finance systems.

The analyst is expected to supervise and guide Finance Assistants for allocated States or Union Territories, oversee financial MIS and sanction-order preparation, and follow up on utilisation-certificate settlement with the Ministry's PAO.\n\nThe role also includes interaction with disease-control programmes, review of financial processes, joint State visits, reports and recommendations, training workshops and maintenance of the NHM PMS portal or electronic database. The essential qualification is MBA Finance or a finance-specialised PGDBM/PGDBA; PFMS, data-analysis tools and Excel/PowerPoint experience are listed as desirable.

Pay, contract period and working conditions

The Finance Analyst TOR adds that the amount may be decided by the Joint Selection Board of the Government of India, development partner and nominated subject experts, or by the relevant MoHFW committee if the engagement is paid through the Government budget.
